cant raise invoice

i completed my work and imported a pdf when I click raise invoice this message appears I entered a Paypal account and filled all the info and still appearing 

It seems like you haven't filled in your Address, your Tax/Company details, and your Withdrawal Account details. Please click here to fill them in and make sure that your Withdrawal account has been approved before you can create an Invoice.
