Can`t create withdrawal account

Hello

I`m a new one here and I try to set up my withdrawal account. But neither "Payoneer account" option, nor another suitable one for me "Bank account" works. When I click "Procced" in any of these 2 options, an error pops up in my browser every time. I can`t go further, please help me to figure out what the problem is.
