Withdraw Deposit back to my Paypal in the case the Freelancer/developer didn't finish the works

Please let me know how to Withdraw Deposit back to my Paypal in the case the Freelancer didn't finish and deliver the works on the Agreement with the schedule.  FYI: I can see the deposit value on Payment page in "My Buyer Escrow" window, but there is no Withdraw option on that page for the deposit.  Let me know how we could make the withdraw request in this case.  Thx.
