Money in escrow, I cannot raise invoice because buyer has been absent
A buyer sent guidelines on how to go about his work, everything was agreed, including the price for the work. I sent the proposal and he accepted. I started the work and gave updates about the progress of the work but no response. I completed the work and sent it to him but still no response. He's been absent for a long time. Now, I cannot raise the invoice because he's been away since the day he accepted the proposal.
He comes back suddenly with a new PPH account telling me he had lost his other PPH account from his email (that is confusing). He then went on to ask if I could submit the last assignment to his new PPH account. That's crazy.
Please what is the right thing to do in this situation?
