PPH fees not refunded

Hello, 

I recently requested a refund for USD 807 from a PPH vendor because he wasn't able to work because of personal circumstances. 

I have been refunded that amount but I believe I haven't been refunded the fees paid along with this amount. 

Can this please be refund the fees as well? 

I remember this happened last time as well when I requested a refund, but the fees were refunded to me.
